Duminda Hulangamuwa Appointed BOI Chairman, Pledges to Restore Agency’s Authority and Fast-Track FDI Growth

The newly appointed Chairman of the Board of Investment of Sri Lanka (BOI), Mr. Duminda Hulangamuwa, has pledged to restore the agency’s standing as the country’s premier investment facilitator and transform it into a genuine “one-stop shop” for investors, a move aimed at narrowing Sri Lanka’s persistent trade deficit and accelerating export-led growth. 

Addressing the BOI’s senior management and staff, Mr. Hulangamuwa thanked the team for their dedication and called for the same level of commitment in pursuit of realistic yet ambitious investment targets. He urged the entire organisation to work closely with him in the years ahead to deliver what the country needs most at this critical juncture. He also extended his appreciation to the outgoing Chairman, Dr. Sulakshana Jayawardena, for his contribution during his tenure. 

A chartered accountant with over four decades of experience spanning finance, tax, audit, and public policy, Mr. Hulangamuwa most recently served as Country Managing Partner of EY Sri Lanka & Maldives, retiring from the firm on 30 June 2026. 

He continues to serve as honorary Senior Economic Adviser to the President, a role he has held since September 2024 through which he has represented Sri Lanka in high-level engagements with the World Bank and the International Monetary Fund on macroeconomic stability and economic reform. He is also Chairman of the Ceylon Chamber of Commerce. 

Mr. Hulangamuwa holds fellowships with the Institute of Chartered Accountants of Sri Lanka (CA Sri Lanka) and the Chartered Institute of Management Accountants, UK (CIMA), and a Bachelor of Laws (LL.B.) from the University of London. 

His appointment brings to the BOI a rare blend of professional services leadership, deep expertise in tax and fiscal policy, and direct advisory experience at the highest levels of government credentials well suited to the agency’s mandate of positioning Sri Lanka as a competitive destination for foreign direct investment.
